Stephen Hanlon
Stephen is the Founder and Managing Director of HIA Energy, a specialist offshore survey, project support and personnel solutions company serving the global energy and marine industries. With over 20 years’ experience in offshore operations, technical recruitment and commercial management, Stephen has developed an extensive international network of experienced professionals, contractors and industry partners across the oil & gas, offshore wind, telecommunications, defence, and marine infrastructure sectors.
His strength lies in understanding both the technical and commercial demands of offshore projects, enabling HIA Energy to provide practical, responsive solutions from tender stage through mobilisation, project execution, and completion. Under Stephen’s leadership, HIA Energy has evolved beyond specialist personnel provision to deliver integrated offshore services, giving clients access to experienced people, technical ability and project support through a single trusted partner.
Stephen takes a relationship-driven approach to business, focused on responsiveness, reliability, and long-term partnerships. Today, he works with offshore contractors, developers, survey companies, and marine operators worldwide, supporting projects across Europe, the Middle East, Africa, and the Asia-Pacific region.
Houssem Sadki
As HIA Energy’s Technical Authority, Houssem brings more than 15 years of international offshore, hydrographic, geophysical and subsea experience, combining technical ability with project leadership and commercial insight. A qualified hydrographic survey professional with a bachelor’s degree in Hydrography and IHO Category B training, Houssem has extensive experience across offshore survey operations, marine site characterisation, subsea construction support, data acquisition and processing, mobilisation and project delivery.
At HIA Energy, Houssem provides technical leadership across the company’s integrated offshore services, supporting clients from feasibility, tender preparation and survey planning through mobilisation, offshore execution, QA/QC, data processing and final delivery. His approach brings together survey design, technology choice, system integration, personnel competency, operational risk and data quality to ensure projects are delivered safely, efficiently and to the required technical standards.
Houssem is particularly focused on bridging the gap between survey data and engineering decision-making, ensuring information collected offshore provides meaningful, actionable intelligence that improves design certainty, reduces operational risk and supports better technical and commercial decisions for HIA Energy’s clients.
